As a results of the Covid-19 pandemic private and public schools had to engage in blended and online learning. This mode of learning is exercised to lessen the spread of the corona virus. This study aims to develop a web-based virtual classroom that can help both teachers and students of Capiz State University-Pilar Campus to continue their academic activities in which they can use to connect and communicate within the safety of their home System Development methodology, specifically this consolidate topics per subject, to upload videos and audio clips for teacher`s instructions and to provide online messaging. Based on the preceding findings and conclusions the system must improve its security for the user`s personal data privacy, the future researcher/s may consider to add real time virtual meeting and the system may be implemented to be accessed using mobile devices. Agile Methodology is an incremental, repetitious means of managing projects particularly in the field of software development. These iterations of sprints give project managers many opportunities to evaluate and change the project during its lifecycle as well as keep the end user informed and involve in development of the core part of the system, to create and participate in classes. The system provides a goal in which to conduct a safe way of academic learning for both teacher and student in this pandemic age. The system was evaluated by five (5) IT Experts and (5) Domain experts based on the ISO 25010 criteria in terms of functional suitability, maintainability , performance efficiency, compatibility, usability , reliability, portability and security. The over-all result of the evaluation was Excellent which means that the system met the standard criteria in systems development and implementation.en
